Switching the game to borderless uncapps the frame rate. and launching the game in borderless and then switching to fullscreen. still gives me 60 fps. but if I launch in fullscreen the fps stays at 30. WebFPS locked to 60FPS, as soon as the framerate drops below 60FPS (e.g. 59FPS) the displayed framerate drops to 30FPS. With adaptive vsync, rather than drop from 60FPS to 30FPS, vsync is disabled when the framerate dips below the refreshrate of the display, allowing the best possible framerate to be displayed.
